Lots of 4k content is either HDR or Dolby Vision. The recent versions of Plex can do HDR to SDR tone mapping while transcoding. Did you try gently cleaning your disc Tw3ak? Even brand new discs can sometimes have an almost invisible film on them.

I like to use those tools to do 10-bit HEVC encodes. It defaults to hardware assisted encoding by default and the tools make almost all the settings choices for you. It uses ffmpeg directly instead of using Handbrake (which is a good choice too).

I watched, twice, the first 4 minutes of The Rise of Skywalker on my TV in HDR10 via Plex on an Apple TV 4K. My TV is a 65 inch LG C9 OLED. I did not see any stuttering or frame drops or macro blocking. I didn't see any flaws. MediaInfo tells me I ripped this with MakeMKV 1.15.2 back in August, 2020...

Do you have CPU cycles to burn and/or a recent Nvidia GPU in a Windows 10 machine? You could turn blu-ray MKV rips into 10-bit HEVC encodes. They can be pretty high quality and relatively small in size. A recent blu-ray I ripped is about a 37GB .mkv file. I encoded it using Intel QuickSync hardware ...

Have you tried a different SATA cable? How about a different SATA port on your motherboard? Also, do you have an external USB enclosure handy you could try your drive in?
